Searching for this in English brings up nothing, but the exact same query with "ブリンクス" (BLiNX in Japanese) brings up a few results.  I have some stuff to do right now, but feel free to try to translate those pages to see what they're up to with this thing.  One result also mentions something called "Challenge the BLiNX in Shinjuku," whatever the hell that is.  Sounds like it was a promotional event before the game was released that allowed people to try out the game in some kind of competition where they handed out the DVDs.  ...it's also mentioned that they'll distribute "candies from the BLiNX Team," whatever the hell those were like.  Now I want to look up BLiNX candy.  A few searches in Japanese brought up nothing, though.  Anyways, a picture from the event (and another but holy crap those TS-1000s are beautiful), and you can probably find other stuff by just searching "Challenge the BLiNX in Shinjuku" on Google, which I'd recommend.  Might find a video or something.

Oh, looks like this one might actually have the contents of the disc on video.  I haven't stuck it into Google Translate (spending way more time on this than I should because I have things to do this morning), but the description says something the Welcome to the BLiNX World disc at some event (presumably Shinjuku).  You need an account to view it, though (which I'm guessing won't be difficult to do).

Bah, god damn it, I go through making an account and everything, just to get a video of a bunch of Japanese text and I translate it all to find out that the video was removed due to copyright.  Looks like we're not seeing that after all.  The description does indeed say that it was the actual contents of the DVD, too.  Ugh.  I found it supposedly being sold online here, for only 200 yen at that, but I question how well you can trust a site selling a disc that has "NOT FOR SALE" written on it.

Heh, I'm already aware of this event, should have told you about it. It was a Commemoration Release Event held a day after the game was released in Japan. Women dressed up as the "Blinx Corps" and gave out candy in the shape of time crystals (shit, imagine the flavours). Can't find any pictures of them. Minako Komukai, a celebrity, made a guest appearance on the 2nd and 3rd day of the event which drew a lot of attention.

I'm going to have to update the page though. I found three general articles of the event which explain the "Welcome to BLiNX World" DVD was distributed at the event. No information on what it contains. I also found some other photos of the event which weren't featured in the previous articles.

The DVDs for sale don't ship internationally. What a shame.

On another note, there's a Japanese Wikipedia article on BLiNX. There's a link to a Japanese interview with Ohshima and Matsumoto. The link also happened to rely on Wayback Machine so someone had to dig for it, much like how I did with Gpara. I'll get back to you after I "translate" it.

Man, that Wikipedia article's really long in Japanese.  It's strangely detailed - it almost reads like a walkthrough with how specifically it explains all the game mechanics, even noting the regional differences.  They even have Blinx's employee ID, the names of the bosses, and explanations of the specific aspects of the character creator.  It also mentions that crawling is only for Tom Toms, but not sidling against a wall.  You can't do that as a cat, right?  That'd be the weirdest thing for us to miss.

Anyhow, I skimmed over the interview.  Doesn't really reveal anything new,  but it's still nice to get some explanations behind the changes made in the second game.  Really seems like the focus of the second game was to fix all the problems of the first (though that always saddens me a bit, considering all the new ones introduced).  I'm kind of surprised that putting a lot of time into testing to ensure the proper difficulty ended in something with such a frustrating degree of hand holding.  Definitely going to make a good addition to the Weebly, in any case.

You're right, the disk isn't the same.
The game disk is just a closeup of his face as seen on the cover. This is something else... maybe a soundtrack disk?

More research into the DVD says it was distributed at the Commemoration Release Event. No idea on the contents.

It's a DVD, so no, but you can see all the info I got on it in the comment I left below this one.  The last link included shows the actual disk, too.

Not really sure.  My best guess is just some random promotional material, though.  Anybody willing to try to order the disk off of that Japanese site I linked could potentially find out for themselves, though.
